I will now try to reinstall Nord VPN on top of it and see if it still works. I have uninstalled NordVPN and related TAP driver, uninstalled network interfaces and let windows reinstall them after restart. Everything was working fine together before last windows update and went belly up after that. I also did tried the following steps without success: Reboot into safe mode Create a new standard user and try from that account Unplug all network cables and disable all network adapters Ping from admin works for 127.0.0.1, standard user gets same error. The problem was some weird interaction between networking stack, virtualbox adapters and NordVPN/NordVPN TAP Driver.
